    Many moons ago my fil had to relocate from oop north to London. He not only offered on a house that mil had no chance to see, he exchanged and completed too. She loved it.

    As already stated, I believe it is the vendor who has given this instruction to the Estate Agent who works for THEM.

    They have probably been messed around, and so want to filter dreamers.
    Of course they might rule out one or two people who are serious, but it's their money to do with as they please.

    Sometimes, it is good to take off the anti Estate Agent specs and achieve a moment of clarity.
