    I would say that taking your lock is theft.
    Breaking the lights is criminal damage.
    I doubt the police would care, but I would send a bill for replacement.
    I would also inform the council that he has flytipped waste on the car park.

    I am mearly pointing out that the fence is a party fence. It does not belong to you if someone else has paid half of it.

    Also, you do not need permission to put up anything on the fence in the garden from the HA, new or otherwise, it was already there before the neighbour removed them !!!!

    The sort of permission you need is when you start to make changes/adjustments to the actual inside of the property.:p

    The council said they can't do anything as it's been dumped on private land. The street warden apparently (according to him) told him there's nothing wrong with him dumping it there but that several of there neighbours want it removed . He hasn't bothered removing it though and it's been two weeks.
