The company does not respond - what to do next??

Hello
I am a newbie so please excuse me for silly questions :-)
Maybe I just do not know where to look but I was searching the net and could not find what to do next if the trader does not respond to your complaint?
My friend used services of private detective. The first time there was no problems, but the second time round he stopped responding. I helped her to write to him a letter asking to respond or a refund if he cannot provide services he promised to. But he is just ignoring her. I phoned him, pretending to me a new client. He answered my phone call. She called him a second later and he did not pick up.
Could you please direct me where we should go next. Thank you.
