detective Agency, paid money and no responce

Hi
My friend dealt with a polish detective agency in London to locate the person who owes their family money. He helped her the first time. But the second time round she paid and he stopped replying to her calls. we wrote him a letter asking for a refund as he did not do the job and (as they agreed ) never informed her on the progress. we mentioned in the letter that she was entitled to the refund under consumer protection act distant selling.
When investigating it further I found that he is not registered with Data Protection Act (although he states on his web site that he is). He also states that he is a member of some Detective associations. I checked and some of them do not exist and he is not on the lists of others.
We are going to phone Data Protection people to see what they say. Also I wrote to one of the association to ask to confirm if they know this agency, but have not received a reply yet.
we gonna complain to Consumer rights.
Any advice on this please. She paid by transfer from her bank account. Can she claim money from the bank? should we inform police as well?
We will appreciate any suggestions

She is not entitled to a refund under the consumer protection distance selling act whatever that is, you mean the distance selling regulations, which she still wouldn't be entitled to a refund for.
For one the service would start as soon as he was hired and for two he would need to be set up to accept distance sales and not just someone calling up once in a blue moon to hire him.
You would however be entitled to a refund for breach of contract if he has breached the contract, he could of course still be looking for the person but you wouldn't be entitled to a refund if he just cant find them.
Maybe you should hire someone else to find him for answers.0 -
With investigation there is not always going to be a result. But it is bad form that he has not been back in contact.

He is a set up agency detektywlondyn this page is in polish. I could not find a translated version of it. They say they are a part of this agency privatedetectivescorporation. I found a data protection register number for this agency but when I checked it with the register, completely different company comes up with a different address.
I just called him as a new client, he gave me his Data Protection Regiter number and yes he is registered....
I asked my friend to call him a few second after I spoken to him and he has not answered a phone. She send him an email, but no reply.
Could you please direct me how do we complain about breach of Sales of Goods and Services Act. I cannot find anything on the internet at the moment on where and how to complain. And how do I complain about breach of contract?
When I spoken to him, he told me that we did not have to meet in person, that he would send me a contract and an invoice. And he would start work as soon as its paid.
My friend did not get any contract. Everything she got are e-mails they exchanged like she asked him when he thought he had something and he replied her to not worry that he was dealing with it. But he had not replied to her further e-mails. On his website he says that clients can contact him 24/7 for updates and info.
