It just goes to show what a class act the BPA are. I particularly enjoy the fact that they are perfectly fine with the PoFA 14 & 56 day time limits being ignored but feel that a 28 day limit for appealing from the time the driver received the PCN can be magically applied to the keeper. The idea of selling the "debt" is laughable. There is no debt. Do make it very clear to CPS that they are pursuing someone who has absolutely zero liability for the supposed charge and any contact from debt collectors will be considered harassment.0

What the actual heck? The BPA are saying that as the PPC sent me an old letter that makes no reference to POFA 2012, they are not bound by the terms of the legislation?
That's outrageous, of course they're bound by the legislation!

So what really? This is going nowhere, reclaim your life and just laugh and collect the silly letters making sure the debt collector has the right address. It's what we all did for years and years before the POFA and POPLA were even thought of. So this PPC has played things by the old rules, not bothered with the POFA - so they cannot have keeper liability so why are you bothered? You haven't told them who was driving...so what if they send you debt collector threatograms?!
Collecting debt collector letters is amusing:

We have laughed at this sort of tedious letter chain for almost a decade and I collected those sorts of letters myself a few years ago. They are funny!
But please, one request - no updates every time the next letter arrives from a debt collector...please. Had enough of those threads to last a lifetime and you can find them by simply searching the forum or Googling an odd phrase from each letter and looking at the forum results on Google. Boring subject, sorry - my bugbear is endless discussion about the 'same old same old' letters that can be searched for instead - just relax and laugh at them. Nothing you can do to stop the letters - I say again, so what?! It's like a series of phishing emails.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
