How about issuing tickets to people who use a shopping trolley designed to take babies, but who don't have a baby with them. Or non-disabled people using disabled toilets? It's just as stupid!What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

I always thought the non-return thing was to prevent people misusing the limit period (i.e. you can't park to the two hours limit then go away for 5 minutes and come back). I thought that if you returned all that happened was the period you stayed the second time gets added to the first time, then if you are over the PCN, be that Parking Charge or Penalty Charge (for the council) is issued.0

They do, but they also have a fair appeal system. I had a situation years ago where directly outside my flat it was 2 hours parking, no return in 2 between 8:30 and 18:00. Usually didn't affect me as I was at work all day. One day was late leaving and also came home at lunch and parked in the exact same spot. Ticket received with times of just after 9 and just before 1. I challenged based on what happened and it was cancelled.0 -

It's not how it's being applied - have seen examples where someone dropped off their partner in a free for one and half hours car park to shop in the store then picked them up only half an hour later to find a PCN charge for £70 land on their doorstep.0
