Charge for number transfer Orange - EE.
I am looking at getting a new contract with EE as Orange cannot offer me a competitive renewal quote for an Iphone 5S. I have found a good deal with an online retailer however it has this stipulation:
"Note: iPhone 5s (16GB) FREE on £34.99/month is only for customers buying a new contract or porting in their existing number from other networks excluding T-Mobile and Orange. Customers porting in number from T-Mobile and Orange or looking to upgrade an existing EE number will have to pay £35 upfront for the phone."
What is to stop me from requesting a PAC code from orange, then phoning EE back up and changing the number over (without paying the £35 handset fee)?

Looks like you might just have dodged a bullet there. EE are the pits.0

Your not really being charged for transferring your number. Because you are an existing EE customer (Orange/T-Mobile/EE are all the same company) it's being treated as an upgrade therefore the retailer is getting less commission for the connection, so offer less of an incentive.
To be treated as a 'New' customer you would need to port out to another network such as Virgin (IIRC they use EE's infrastructure so your phone should work) on PAYG or 30 day contract, then get a PAC code and join EE again as a new customer.
But as Nodding Donkey says EE are .....0
