I am interested to know how the OP knows this is exactly what happened? My first port of call would be to verify the tory first.
To be honest, as a parent I wouldn't be bothered but as a school business manager I would be quite concerned as it is against all protocol.
In school, it's not always about liability but in all honesty we are so fed up of being complained at all the time (yes, several times a day) that we will do anything to make sure all is being done "by the book"!0 -

I think I would ask the SLO to do a breifing & remind all LOs they mustn't poke about with children's body parts- this includes removing splinters and things shoved up noses/ears. The reason being that there is a chance that by interfering you could potentially make something, that was caused accidentally, worse!0
