My isa drops to 0.5% tomorrow. I'm with santander and was thinking of going for the 2 yr fix. Am I better of waiting until it becomes clearer that I will be able to fund my isa with additional money on 1st July, I don't know what to do

Your existing ISA has no connection to taking out a new one in the next financial year. So putting money into a new ISA in July will not be impacted by any previous ISA you hold.
Remember the saying: if it looks too good to be true it almost certainly is.
