To clarify everything
1) send that letter above
2) use the post office to get a free proof of postage
3) use your name and address as the registered keeper
4) use whatever reference number you have been given

I got the second letter from DRP,
As I had heard nothing from APCOA i went on there site and sent the letter that way, still no reply, so sent another message asking them to respond. I still had no response so contacted DRP and had to send copy of email to APCOA , They responded with a Rejection and still have to pay and to late to appeal also a copy of parking fine. Yes the car had stopped (NOT PARKED) very briefly The passenger had cramp in his leg and jumped out for a few seconds and took his coat off.
Then APCOA rang me this morning (Typical) I said i had responded straight away to them after receiving the letter from DRP and i not received any previous notification from them, she said she will check for the letter and ring me back. so,
what do i do or say when she rings back,
do i explain why i stopped and can i still appeal ?

Why not just search the forum for APCOA as a keyword so you can see what everyone else has done when APCOA play this game? Involves complaining to the BPA but TBH we type this every time on APCOA threads so a forum search by you saves my fingers...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Complain to DVLA that APCOA is in breach of its KADOE contract with DVLA. The KADOE contract expressly states that registered keeper details may only be requested for the "reasonable cause" of recovering unpaid parking charges, and by no stretch of the imagination could stopping for a few seconds be construed as "parking".
Point out to them that APCOA does this regularly at Luton and Birmingham airports and, according to DVLA's own "KADOE Service Suspension Principles", intentionally and systematically using the KADOE service for reasons that are unauthorised and not specified in the KADOE contract is an "Irremediable Material Breach" which must "incur immediate termination of access to the KADOE service".
Ask them to confirm that APCOA's access to the KADOE service has so been terminated, and tell them that you are not interested in hearing that it's not DVLA's job to regulate parking firms, you are simply demanding that DVLA enforces its own rules and contracts.Je suis Charlie.0 -

And when you do complain, point out this APCOA spokesperson admitted this is nothing but a penalty and that a few seconds stop is reasonable, especially as the driver was not picking up or dropping off:
