Yes - best thing is to fly on an EU carrier and if there's a 2 hour delay hope it turns into three and compensation kicks in -assuming it's not an "extraordinary circumstance" (Mind you entitlement and getting compensation are two different matters it can be a bit of a battle)

EU carrier means 3 hour rule exists on outward and return flights-non EU carriers it's outbound only)

I was bumped off a flight to Vegas but still arrived within 4 hours of scheduled arrival. I got half of the entitled compo, I would rather have been a further 90 minutes late and got the whole entitlement
