you probably want to start here https://forums.moneysavingexpert.com/discussion/4896454 although I think 2 hours is when refreshments kick in but over 3 hours for any compensation0

You can ask to be put on a flight with a different carrier for any reason and whenever you like.
The request is likely to be granted only if the airline will save money compared to letting you take the original flight. For example, if your original flight is delayed which means you may miss your connection, which only departs once a week, this could leave the airline liable to pay for 6 nights in a hotel at the transit point, not to mention any EU compensation, which means they will be happy to buy you a ticket on another airline if they can.0 -
There is a proposal, and that is all it is, under changes to EU261, that after 12 hour delay you can insist on being offered a seat on an alternative carrier. Unless and until that time, the best you can hope for is a sympathetic member of staff who may offer to put you on an alternative carrier with whom they have links, either through a common Alliance such as One World or the Star Alliance or a specific agreement such as that by BA and AA on transatlantic routes but being realistic, you can't move 300 people delayed by a flight onto alternatives because you won't find that many seats. In truth, a few with high level loyalty cards may be moved and the rest left to wait.
Of course if you book on a low cost carrier or charter airline, no such arrangements will be made as they all hate each other!0 -
No guys...
This rule has nowt to do with the delayed flight EU compensation thing...it's a rule that was in place for ALL airlines, at least it was ten years or so ago...it was a little known aviation rule where if your flight was more than 2 hours delayed, you had a right to demand to put on another flight with another carrier to get you to your destination. It was called rule 420 or something like hat?
NOT making this up, I am certain of this.0 -

Your links suggest it was a mandate in the US, but expired in 1978 after deregulation.
I'm sure if it was a current valid 'rule' people would be evoking it all the time, and it would be well publicised.Legal team on standby0 -
So all a bit pie in the sky then.Accept your past without regret, handle your present with confidence and face your future without fear0
