I would advise posting this on https://www.pepipoo.com as well, I just spoke to kirby and he's snowed under with helping people with claims at the moment. A lot of us by the way OP post over there as well, but there are more people who can help with claims there.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Thanks for all support so far and will take a look at what you have suggested.
In addition to the county court claim , Can you explain what's going on with respect to this letter I received in January from Civil Enforcement stating:
we hereby give you notice that by an assignment dated 23rd January 2014 we have assigned part of the above debt to Debt Enforcement & action Limited of 124 Baker Street, W1U 6TY.
The amount assigned was £113.75 (representing 87.5%of the amount owing) relating to a parking charge notice which was issued with a contract with The Co-operative Group of 1 Angel Square, Manchester, M60 0AG.
Henceforth we will no longer be involved in this part of the debt and payments and/or communications must be sent to Debt Enforcement & action (address again).
The balance £16.25 (representing the remaining12.5%) has been retained by us as part an ongoing agreement relating to monies that may fall due to The cooperative and we reserve our rights accordingly. As part of the transaction, we have instructed Debt Enforcement & Action Ltd to recover this remaining amount on our behalf.

op - just to be clear, what was the DATE OF THE ALLEGED 'PARKING EVENT' please?

Is there any chance your 'parking event' pre-dated the NEVER IGNORE advice? i.e.

it was Oct 2012 unfortunately I did not keep up to date with the issue on the websites and kept on ignoring the letters despite the stress they were provoking.

Does the LBCCC specify the date of the alleged event?
Asking in case the event may have been pre 1/10/12 but you received the NtK in Oct 20120 -

It's where they pretend they've sold the debt. They can't IMHO, there is no credit agreement so you've never consented to losing the 'protection' of the alleged debt being with a BPA member. I believe it's unlawful to sell a debt without consent (in a credit agreement small print, usually).
