parking charge notice..humberside airport

Hi,

need some advice as reading these forums im getting mixed messages.

I picked my dad up from humberside airport last september and received a parking charge notice in the post for stopping on the side of the road for 2 seconds in the bus lane at the airport, which isnt double yellows and not against the law normally as I wasnt parked only pulled over

this is the chain of events

- Received the notice in the post showing a photo of my car parked for 2 seconds while my dad got in. ..oct 2013
- I appealed it and said I didn't know who was driving the car and the fine was unfair and not a true loss of profit to the land owner--appeal rejected ..oct 2013
- ignored the next letter and been stupid I didn't appeal to POPLA
- got a letter last week from roxburghe debt recovery saying I owe them £160 now ..feb 2014
- phone call today saying pay £160 or passing onto Gladstones there solicitors and they will add costs and start court proceedings , they also said the fine is now against the car owner because its been past the first 14 days ..feb 2014

what options do I have? pay up? tell them my mum was driving and it resets the whole process and I can appeal to popla that way?

    Im on the same boat pal. I stopped near the entrance to the main carpark for 2 mins to let my dad out and get a trolley. however i didnt park on the yellow lines or yellow grid lines. absolutely disgusting tactics. not sure what to do either.

    thanks for the replys, having thought about it I cannot name someone else as the driver as this could be perverting the course of justice if i am found out.

    Has anyone had any luck with at this point writing to the PPC to offer them the original amount for the ticket and paying up?

    I think anytime soon I will get a letter from gladstone solictors which is part of Roxburghe debt collectors with a letter of intended court action and I am not sure how to fight this so paying £60 fine will stop this I suppose.

    Some time ago my wife used a bus lane, she was bang to rights and it cost us £30. Why should these scammers want £100, it is an unfair penalty and a Judge will find it thus.

    Stick to your guns, follow the advice here, and cost the scammers money.
    You never know how far you can go until you go too far.

    Are you joking? This isn't a fine and no-one PAYS! Also if you pay £60 what do you think they'll do? Guess what? They'll send the usual letters anyway begging for the rest because you'll have shown yourself to be an easy touch.

    Gladstones letter is just a debt collector letter and here's the template response to send:

    Coupon mad, thank you so much for that link, I have not and now will not be paying, when I get the next letter from them I shall send that reply, would it be ok for me to email you or private message when the stages advance for more advice

    Can I appeal to POPLA now or is it too late seen as the date it all started was last September?

    you cannot appeal to popla without a valid popla code from the PPC and even then only until the 28th day after it was generated

    so you need a current and valid popla verification code to appeal to popla , so you can only do this if you have one, you cant if you dont !! its that simple

    can I not ask the PPC for a POPLA code now or is it a case of waiting for the next letter and sending off the letter coupon mad showed me?

    you can ask for a popla code at any time and the NEWBIES thread says this, but that does not mean they have to give you another popla code because you did not appeal last year within the appeal time after you received the ntk , or if you did and got a code it was not used within 28 days

    so by all means ask for another one, but dont expect to get another one

    if they are daft enough to give you another popla code, then use it , if they refuse then dont feel bad as all this should have been done when the NTK arrived not months later and the popla appeal should have gone in at the first popla code when your initial PPC appeal was refused , you dont get multiple chances at this !

    otherwise you use the template response letter to the debt collector if they are chasing you , or use one if you receive an LBC

    only the PPC can issue a popla code , not the debt collectors , apparently they did this months ago and it was not used so it becomes your problem not theirs

    so you should be doing what post #7 told you to do, not making it up as you go along

    if it gets to an LBC or court papers, that is where you try to fight back
