So you complain to the BPA as explained in #6 of the NEWBIES thread. Appeals are ignored all the time and people often have to rattle the BPA's cage to make the AOS member sort it out & send a POPLA code, or cancel. Loads of threads report this and complain by email to Steve Clark at the BPA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

He's approachable[regardless of what his toothless org. is] but it may take you 2 bites of cherry to get under his radar.
Because of our constant advice, he's getting more and more complaints like this and is just come back from hols.
He gets his electronic cattle prod out and applies it to the ppc's tender parts.
