UKPC appeal failed, POPLA next, please help!

you limit yourself to one thread per topic in order to keep all the facts in one place
its not just him that thinks this , all the regulars do, but only he has said so meaning the rest of us dont reply as its not a poll on how many threads you should o rshouldnt open
I will ask a board guide to merge your threads into one long continuous topic and would ask you to keep it to one thread on one topic from now on , which is what 90% of the other forum members here want even if they dont all reply with the same thoughts

In terms of the contents of the appeal it looks good. It probably the formatting on the forum, but making the headings bold will help to break it up and make it easier to read.
I think though at the moment you could just send one line to POPLA of "this is not a genuine pre-estimate of loss" and you'd win (thats not advice, just a comment).0 -
You seem to think this is a problem. I don't see why I should not start a new thread for this. Please can you refer me to any guidance if such exists on any limits to the number of threads I may start.

As Redx has mentioned, we encourage one thread per parking ticket so that it's easy for the regular members and you to see the entire 'case' in a single location. It helps them to see the history of each person's problem (as wonderful as they are, this board is far too busy for them to memorise the particulars of each case) and helps you keep all the help and advice in one place.
We want you to not have to pay any money to the private parking companies and keeping it all in one thread helps us to help you. :cool:

This bit (below) needs to be stronger as it is NOT about whether they 'have authority to issue tickets' (of course they do, anyone could have authority to slap a piece of paper on a windscreen, even the cleaners could!).
So change this:
UKPC does not have authority or contract to issue these invoices.
I have requested evidence in the form of the full contact (TYPO ALERT!) between UKPC and the land owners. UKPC has refused to provide this.
As registered keeper, I have seen no evidence that UKPC has a proprietary interest in the land, because they have no legal possession giving them any right to offer parking spaces. This lack of title means they have no legal standing to allege trespass or loss or whatever (as the basis of their charge is unclear). I believe there is no contract with the land owner/ occupier that entitles UKPC to levy these charges and therefore they have no authority to issue parking charge notices (PCNs). I put UKPC to proof that they have a valid contract, as they refused to provide me with any evidence of this when I asked them.

In my appeal letter to UKPC I made it clear that I would charge them at a rate of £30 per hour if they rejected my appeal. I shall be pursuing them for this following your decision in my favour.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The reason for getting a certificate (proof) of posting is because of the Interpretations Act 1978 ... a document sent with proof of posting is deemed served (delivered) in the normal delivery time for the selected class of posting. For 1st class this is 2 working days.
So whether they received it or not, your proof of posting would be admissible evidence in any court case. (Not that it's going to get that far).0 -
I have just tried to submit my POPLA appeal online. The code I was given by UKPC comes up as 'invalid code' (although it came up with all the correct details on the Parkingcowboy link from this forum).
POPLA don't know anything about their codes.. They say I must phone UKPC and talk to them!!

OK, sorted. I was trying to submit the appeal by following a link to 'evidence' rather than 'submit appeal'.
I will update once I have a decision from POPLA. Thanks everyone for your help.
