Getting A Telephone Line -help

Hello All,
I would really appreciate some advice:
I dont have a telephone line where I live but would like to have one installed as this would also mean I can access the net as and when as at the moment I have to go to a net cafe.
But my problem is my credit rating is bad,all credit card debt of £23,000-its in the hands of collection agencies and I am making them payments.
I dont have any county court judgements but credit report will be poor-do BT and the other phone companies credit score people before deciding if they will be given a telephone line?
I tried to call BT but my nerve failed me -if anyone can help out I would appreciate it.I would like an internet connection at home but dont have a land line but need one to get on the net.

Virgin used to offer cable broadband without the need for a telephone line, however i'm not 100% they do that now.
My advice would be to ring up all telephony providers, worst they'll say is no?0 -
