I presume that it is not actually a crime to damage someone's car in a collision. Obviously it is a crime to drive while under the influence, but that is nothing to do with the damage claim. As far as the victim is concerned the incident would surely be treated as any other collision, i.e exchanging insurers names. the fact that the other driver was drunk should have no effect on the Insurers treatment of the victim's claim.I can afford anything that I want.

I just called 101 and they have just clarified that the 999 call was made by my neighbour quoting the other drivers reg number which meant that the police did not have any of the details of my car. This was the reason why the CAD number was not found as it was attached to the the reg number of the other driver. They have now provided me with a number for their road traffic unit which should give me the full report written by the officers at the scene. I will call them tomorrow and keep you all posted. Many thanks for all the help and advice.0

It is on the report however the CAD number is linked to the vehicle registration of the other car and not mine. The call was made by my neighbour quoting the other vehicle and not mine. Hope this makes sense.
They won't reopen the log just to add your vehicle. Just get your insurance company to pay for a copy of the collision report.0
