The best way to evade their letters and to ensure the current resident of your old address is not receiving your letters is to inform Wescott of your current address and then move to a new address without telling them.

Why not just pay them - it is money you owe and they are not going to go away. That is how to stop the letters0

But since you are in financial difficulty discuss it with them and make arrangements to pay the debt over a period of time.
In my experience collection agencies aren't always unreasonable in their negotiations, so long as you propose a fair plan. Or at least offer token payments for a short period.
At present I can't say I have much sympathy. Maybe get yourself over to the debt free wannabe boards to seek advice. Or contact CAB.0
