Zooplus, perhaps? It's online but imagine you'd easily qualify for the free shipping0

We buy ours from amazon on subscribe and save. 5 items and you save 15%. Usually buy cat food, bread flour and top up with other on offer items.0

You don't say what type of food you want to buy.
I buy Royal Canin directly from them. Their breeder club allows you to buy cheaply but you don't have to be a breeder. You need to have 2 or more breeding queens or 10 or more cats in general. I usually buy at least 20 kg (2 x 10kg bags) at a time. Free delivery. I last paid £36 for a 10kg bag.
I also buy Hills food from NSPS ordering over the phone or on-line. I think they have an eBay shop too. Hills adult Science Plan 8kg bag for just over £21.

I often get discounts when I shop online and it saves my time too. Here are some of the stores I recommend:
Wag (15% off on first order)
Amazon (discount on every product)
Pets World (discount on every product and also offers bulk discount)
Dollardays (offers bulk discount)0 -
Just checked out Wag and Dollardays for interest sake and found that they are USA based. All prices are in dollars!! Pets World don't offer on-line ordering and are store based. So you need to be near a store of theirs. No prices on-line to compare before you go.
Amazon. I didn't know they did cat food. However for what I buy (10kg bag dried food) Amazon were £47.95 where as I last paid £36. Not cheap.
Still their pouches of Felix were reasonable, so I guess it depends on what you want.0 -
I use Zooplus, and go through Topcashback to get a bit more back. I think you get an introductory discount too on your first order.:j Debt Free 27.07.2011!! :j0

Hills Science Optimal care 8kg bag was £22.27 from NSPS. Zooplus price for only 5kg is £27.90. Even with a 5% discount that is still way more.
Some prices are better but is depends what you want.0 -
