Someone else paid for flight

It may sound like an obvious question but can somebody clarify who is entitled to the compensation (for delayed flight) if someone else paid for the flight? - Is it the fee payer or is it the passenger?

Really? Could you cut and paste the section because I read all that thread before I posted (and many more places) and couldn't find the answer. I've read it all again and the answer is still not obvious.
