I'd guess you'd need a lot of negotiating with the landlord to fit a heatpump in rented accommodation especially if the flat isn't on the ground floor and it isn't the sort of thing you can take with you when you move.
As suggested £225 a month just for gas is mad (full price leccy might be cheaper) - our total energy bill for a three bedroom deatched bungalow (with a heatpump) is less than £80 per month.Never under estimate the power of stupid people in large numbers0
