What's strange though is I have to stand right outside my partners office at the end of a long garden with my phone or laptop before I can pick up any signal. I've certainly never been able to access it from the house.0

Stand outside his bedroom when you suspect that he is using the internet.
If he has some sort of mifi, it should show up. If he is using an usb dongle it won't though.0 -
I've had a look in his room and can't see any dongle although it would be easy to hide, I guess. I will certainly be outside his room this evening.0

He's being as sneaky as he thinks he needs to be in the environment you are providing. He's 16 not 6, talk to him properly and don't go behind his back to view his internet history etc. It will only backfire on you. He's entitled to his privacy at that age.

He's being as sneaky as he thinks he needs to be in the environment you are providing. He's 16 not 6, talk to him properly and don't go behind his back to view his internet history etc. It will only backfire on you. He's entitled to his privacy at that age.
You were not outraged by spying on his history, so, I'm guessing he's not doing anything wrong.....Just give him access to the family router and be done. Your curiosity will then be satisfied.
Denying him an internet connection does not impinge on his rights to privacy.0
