CP Plus, POPLA requested, now DR+

Hi all
Thanks for all the advice given in the thread for newbies. I received a windscreen parking ticket whilst my car was parked at my place of work (hospital, parking areas controlled by CP Plus). Waited for the NtK, and then sent a reply to CP Plus denying the charge and requesting a POPLA. I've not yet received anything back from CP Plus, but in the meantime I've received a letter from Debt Recover Plus Ltd, requesting payment of £100, or they'll recommend to the creditors solicitor than court action is taken. Received this letter yesterday, and they've given me until 14th March to pay up.
Do I write to them telling them I am awaiting a POPLA from CP Plus, ignore them, or something else?!

How did you send in your appeal? If by post did you get proof of postage?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

by 1st class post, but no, I stupidly didn't get proof of postage. was within the 28 days of their letter being received though.0

CP plus do this all the time (automatically judging by their replies)
I would complain direct to the BPA etc , details in the newbies sticky thread https://forums.moneysavingexpert.com/discussion/4816822 and enclose copies of all letters including your appeal and dates etc

Presumably the NTK was from Debt Recovery Plus and was a rubbish letter which wasn't really a compliant NTK at all? I ask because I know CP Plus have stated in an email that they don't get the DVLA data themselves - they farm the cases out to DRP very soon and there are several other cases like yours on here. So you got the DRP first letter and then appealed to CP Plus - which was fine!
Search this forum for 'CP Plus' and read the other cases and learn about making a complaint to the BPA by email, to say that CP Plus are refusing to consider an appeal from a keeper and are not bothering with compliant NTK letters, instead farming cases straight out to a debt firm which have no 'NTK' letters, no understanding of the law and no access to a POPLA code, as well as not being members of the CSA any more.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've drafted this letter to send to BPA in response, does it sound ok?

Dear Sirs
I am in receipt of a letter dated xxxxxxxx from Debt Recovery Plus Ltd in relation to an alleged debt appertaining to an unpaid parking charge from CP Plus.
I have already contacted CP Plus to ask them to supply a POPLA code for making an independent appeal prior to the receipt of the letter from Debt Recovery Plus Ltd, but have not received any further correspondence from them.
I wish to make a formal complaint against both CP Plus for refusing to consider an appeal from the registered keeper of the vehicle involved, and Debt Recovery Plus Ltd, and trust that now I have raised this matter directly with yourselves at the British Parking Association you will look into this case and cancel any ongoing harassment from both CP Plus and Debt Recovery Plus Ltd.
This letter is also a formal statement that both CP Plus and Debt Recovery Plus must cease to contact me any further in this matter and any further communication will be deemed harassment and a formal claim for damages will be raised against their companies directly should any further communication be received from themselves or another debt collector.
A copy of this letter is also being sent to CP Plus and Debt Recovery Plus Ltd to avoid any confusion.

Now that's interesting - can we see it please (both sides) as I don't think I have seen a CP Plus NTK which follows a windscreen ticket. Not for a while anyway. Did it arrive between day 29 and day 56 after the parking event?
You will need to break the link to your pics by removing the http or changing it to 'httZ' or something obvious, to post the URL (to tinypic or photobucket) here.
Remember CP Plus have 35 days to reject or accept your appeal - are they out of time? Also make sure you email that - do not post it - and they will need the letters sown as attachements (BUT NOT the PCN as that isn't yours is it, that was the driver's invoice!). Steve Clark's email address at the BPA always results in an investigation and is shown in post #6 of the NEWBIES sticky thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
