My parents moved into a council bungalow in november same area as me and never had mter fitted and no mention of it?
How come as I thought all new renters had one fitted?

Nothing to do with council houses or renting/buying, the water utility co. can compulsorily meter any newly occupied property if they wish, but not all do so.No free lunch, and no free laptop

They may well be on the list for a roll out of their postal code and as such the water company are not going to fit one as soon as they moved in.0
