No please don't appeal on that basis, pointless unless you can show a missing or obscured CPZ sign at an entrance (any entrance) to the actual edge of the CPZ. There does not need to be signs on the road you parked in (not even at the entrance to that road). CPZ signs must be at every possible entrance at the perimeter of the whole zone, not in every street within it.
The point about the Notice not being compliant, I agree with that poster in terms of 3(2)(b) not appearing on the PCN which is a flaw and IS worth stating in an appeal because it prejudices the appeal if they do not repeat statutory wording. But I couldn't see where he got the '28 days from' in the PCN as I didn't spot where it says 'FROM'. Have a close look - and by replying on pepipoo, query it, if you can't see 'from' either!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

On my notice it says 'A penalty Charge of £70 is now payable and must be paid not later than the last day of 28 days beginning with the date on which the PCN was served'.
I don't think I can argue this point, but I will try the other point.0 -

I agree with you but ask on pepipoo where the poster thought they saw '28 days FROM'!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
