On Line check in- Thomson, Monarch etc

Why do the charter companies not allow free automatic on line check in issuing your boarding card and have a baggage drop. EasyJet, British Airways etc have this system so why do Thomson, Monarch, Thomas Cook etc follow suit. It would cut down the long queues and wait to check in on the day of departure.

It costs money to develop these systems.
Invariably 100% of travelling parties have hold luggage for these bucket and spade flights. Much lower on other flights. So the time saved would be minimal.0
