International Delivery Gone Wrong - Possible Lost Item

Sent an item to Spain by International Signed For but it's now 6 days past the 5 days expected and apparently still with the Overseas Postal Service.
The buyer got PayPal to reverse the payment temporarily (was a bit too quick doing that as the delivery time wasn't assured) and I told the buyer to wait until this Monday to see if it arrives, which they agreed to. By then it will be two weeks since posting.
So should I contact Royal Mail before giving the refund? Or just refund then claim off Royal Mail? Anything else I should consider? What about if after the refund the item arrives - how do I handle that?

Noticed Spanish post being very slow recently and taking much longer than ebay estimates.
Have you tried the tracking number on the Spanish post website (no idea of URL, try google- people on Powerseller forum report this as more accurate)0 -

Thanks to you both for the info - very useful and much appreciated. It says delivered on 26 Feb, but Royal Mail does not have a signature for me. What now? Shall I tell the buyer it says it has been delivered? or shall I ask if it has been delivered? And if Spain says it's been delivered and UK says not, I guess the lack of a signature proves not, I would think?0

Tell the buyer it shows as delivered on the Spanish site

Thanks - I had more or less decided to do exactly that - and now will. Yes, I gave the tracking number and RM Track and Trace webpage address.
So the buyer may have it, but it didn't get signed for - or they don't have it but someone in Spain does. Or maybe there was a signature but it's not yet been passed on from Spain to the UK.
Anyway, I'll send the message to the buyer just now and see what they say.

El dia 17 se me comunico que el disco havia sido enviado, mi sorpresa fur que no tenia "tracknumber" todo y que en el anuncio especificara que se mandavan certificados, siendo un disco de tan alto precio creo que fue una irresponsabilidad.
Pasado mas de una semana el disco aun no a llegado a mi hogar, que resido en Barcelona asi que los envios no acostumbran a tardar mas de 6 dias laborables. Ayer recibi un mensaje del vendedor preguntandome por el disco, si me havia llegado, si no, cosa que me hizo sospechar y abrir esta reclamaci!n para que alguien experto se encargar de que mi dinero no desapareciera por un disco no adquirido.
