Don't forget, that if he is awarded High Rate Mobility component then you'll be entitled to join the Motability scheme which might be more advantageous to your circumstances. Good luck whatever happens.

Yes, it is, and unless it's changed, you need form BR440 (DLA unit need to be contacted, as they send the form)
There are conditions attached, so have a look first.
The system for tax exemption has changed somewhat in recent years. The new style Certificates of Entitlement are simply a piece of paper with a serial number (typically based heavily on the digits of the claimant's NI number - have DWP never heard of a hash function?) and do not have all the security features or boxes to sign of the old DLA404 certificates. Essentially, they provide a pointer to a record in an electronic database of entitlements, rather than being proof of entitlement without further checks.
The new Certificates of Entitlement work somewhat differently, too. You keep using the same Certificate of Entitlement until it expires, you change the car or the registered keeper of the car changes - any of these changes invalidate the Certificate and you need a new one. If you change the car, you send the Certificate of Entitlement back to DVLA (not DWP) with the tax disc stuck to a V14 form, then you request a new Certificate of Entitlement from DWP. The details of how the system operates are on the INS216 flyer.
Obviously, there will be further changes on how the system operates once paper tax discs are abolished in October.
With PIP, a Certificate of Entitlement is issued automatically as part of a decision letter that includes a Mobility component (both PIP Mobility rates have a VED concession - 100% for enhanced rate and 50% for standard rate).
I do not know what the current practice is for Certificates of Entitlement based on DLA - it might be necessary to contact the DLA helpdesk to ask for one.
mummyroysof3 - as Morglin has said, you need to read the conditions attached to tax exemptions and Motability carefully if your son is awarded higher rate Mobility DLA. Both these schemes have conditions attached.0 -
