    That assumes that the OP and some neighbour are best buddies and that the neighbour is willing to let him have access to their connection including consuming its broadband allowance (if it is not already Unlimited and anyhow a second user might put the helping neighbour in breach of the Fair Use definition of Unlimited by their ISP).

    It also assumes the neighbour is willing to take responsibility for the OP's browsing habits including use of any content that might for whatever reasons attract the interest of copyright lawyers or the consumption of certain kinds of content to which the law enforcement authorities might take exception.

    The only way for the neighbour to exempt himself from liability for your use of his router and connection would be for him to provide it via BT's FON system where they and not the neighbour are liable for any content consumed. But FON Is not really suitable for full time day and night sharing use.

    Just out of curiosity, given that OFCOM recon that a reasonable return on a BT local loop is about £8, that's the value of the asset , the ongoing maintenance to keep them working and a return on their investment, if they were not allowed to make a profit businesses go bust, so presume you would allow OR to make a profit, how much do you think a local loop should cost , wholesale ?
    By the time you add on vat and the retailer margin, you could argue that the telephone service is 'free' , of course the retailer will encourage you to make use of this service to get you to spend more...but just how much do you think OFCOM should allow OR to charge for their local copper loops ? Bearing in mind OFCOM have access to OR books, something that you or I dont
