    Yes, but if the seller was UK based, there is a good possibility that ebay uk would've sent you a postage paid label to return the thing.
    Even if ebay uk didn't do that, you could recover that money from the seller... through the courts if necessary.

    You are stuck with that £20 cost unless you want to try the US legal system.
    I have no idea whether US laws would insist the seller refund that postage cost.

    Because this is a purchase from overseas (non-EU) then yes. :(

    If you purchased from a UK (or even EU) seller than consumer protection rules would apply and any returns costs would be reimbursable from the seller. Because this seller is non-EU then no such rules apply.
