It's an odd arrangement, typical of traffic calming where they want narrow, car-sized lanes but need to allow for HGV access.
We have quite a few problems where I live with people parking on a wide pavement behind zig-zag lines. This insights drivers who cannot see people waiting on a pavement.
However, one thing to bear in mind is that is a no-parking zone, not a no-loading zone, so if you were stopped to collect something for a reasonable time you might have a defence. What you really need is the pepipoo forum.0 -

Yup, pepipoo is the place for legit/public tickets. Google will find it easily. Read the info threads and provide all the info they ask for as it is all relevant.

Cld I claim to be collecting something or dropping someone off?
There driveway to the left of the car as u look at the photo as a private property clamping sign on the fence. The rest of place is permit. But this "bay" as i thought it was appears 2 b fine, as its not on the road on the yellows, theres no permit sign etc. The council confirmed its the lines not the permit thats the problem0 -
as its council you need to join pepipoo and put all the details on there so somebody experienced with council tickets can help you0

I looked at your pics and your pepipoo thread and I would say consider making an informal challenge which also asks for the 'Traffic order' relating to that 'bay' and those yellow lines - but if rejected and the Council's Order is OK (show it on pepipoo), maybe pay it at the discount which will be reoffered.

Nope, please read what it tells you on the PCN! On the back it TELLS you the process, there is no court, just two more appeal stages including an adjudicator meeting if you go that far. I agree with the poster on pepipoo that the 3(2)(b) wording is omitted from the small print:

...but it's a gamble to rely on convincing an Adjudicator about a wording issue when you car appears to be in contravention of the yellow lines which you cannot avoid by parking the other side of them! And the car was observed for long enough that they didn't have evidence you were loading/unloading anything either.
Your choice though, and you only risk paying the full PCN amount if you lose at adjudication (and most people in fact win, who take it that far). By the way you cannot pay and appeal but you will know that once you've read the info and small print on the PCN a bit more.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
