While I do think brother is within his rights to do what he has been doing, it's me who has to deal with it when my ex finds out, yawn.
Don't want the bailiffs turning up as my mum minds my two young children at my house and it'd be her answering the door.
I think I'm going to try and persuade my brother that when it next comes, to give it to me and I will deal with it. I plan on writing a letter to whoever the ticket is from explaining ex no longer lives here. Would that work?Pink Sproglettes born 2008 and 2010

No as bailiffs will ignore that IMO, as long as cars are not registered to your ex at your property they cannot clamp or tow, just have the V5s there to prove this. They cannot force entry, so as long as your mum doesn't answer the door she doesn't have to deal with anything.
They will want the current address of your ex, they may leave it at that and go there, if they see the vehicle in question they will clamp or tow it. Once that is sorted there as payment will be forced to be made, that will be the end of it. Unless the dvla catches wind of it then he will get a penalty through the post for not updating the V5.
This is all your ex's making, he is solely responsible for this mess, I know this is cold comfort for you in dealing with him, but he is the only one able to make this right, he imo has to pay for this, going the statuary route of saying didn't get the PCN as have moved is not going to go far if the vehicle is still registered at your address.
Another point is that his insurance could be void by doing this, though i'm not 100% sure on that score.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

There are only a few stages and bailiffs might be next anyway. Don't wait. If you know the car registration and the Council involved, why not write to the Council parking ticket section and tell them that letters have arrived and been discarded, for a person who no longer lives at this address and the letters referred to a parking ticket that you do not have the PCN number for. However the car reg in question is xxxxxx and the owner is xxxxx xxxxx who now lives at xxxx xxxxxxxx xxxxxxxxxx to the best of your knowledge. So, this is your formal notice that the parking ticket matter is not one for enforcement at the above address and they need to pursue the matter with the owner, who has not had the documents as they were thrown away in error by another member of the household.
Keep a copy handy, of your letter to show a bailiff later if one still turns up. And if they do, ask to see the address on their warrant and tell them they are at the wrong address because the Council has already been informed of the right one. Do not take no for an answer and close the door, do NOT pay, do NOT be intimidated. Tell all members of the household about the letter you are sending the Council and what to do if a bailiff arrives. If you/they get scared & pay, the money would almost certainly be lost.

I don't know the reg as he had a couple of cars and a van. I also am not sure where he lives as he moved out, but now think he lives with the woman that he left me for.
Both me and my brother have a car each (currently looking for the v5 for mine so my mum can show it if anyone turns up, but don't actually know where it is, argghh!) and have the deeds (or copies or whatever they are called) to prove that me and brother now own the house and ex doesn't anymore.Pink Sproglettes born 2008 and 2010

Without the car reg or PCN number you can't stop this then and you WILL get bailiffs turning up. Be ready for their nasty tricks and do not let them in.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
