Ex getting parking fine at my house

Basically my ex moved out three years ago, but it turned out that he didn't change his address on his driving licence for about a year. I'm assuming that he is now using his new address for all documents etc.
My brother moved in and I have found out that a parking ticket has been arriving, but my brother keeps putting it back in the post and not telling anyone about it. He says it is now up to about £200 (he opened the last one). I think it keeps coming to our address as he got the ticket while he had his driving licence at our address even though he had moved out.
Now things are finally getting non nasty between me and ex. We talk when he gets the kids and he pays me my maintenance. If he finds out about this, I know his response will be to stop the maintenance in order to make me pay the ticket (it will be my fault somehow as I should have control over my brother).
Is there any way I can this sorted without telling my ex? I just want an easy life without any of the aggro that I had when he first moved out.
I just don't think I can claim ignorance forever as surely eventually the bailiffs will turn up. What could I do then? Tell them ex moved out in 2011 and say I don't know where he lives?

Who is asking for/demanding money, for what/for whom?
in other words is this relating to a council ticket, or a private parking company ticket, and if private which parking company/From the Plain Language Commission:

I'm guessing its a ticket from city of Westminster as he works in London.
I'm not asking how to get him off from the ticket, just that he doesn't know I had anything to do with withholding it from it (although he shouldn't have used my address). The bailiffs will come knocking in the end and you will have to say he's moved out - then they will trace him anyway. What a stupid situation this is now, caused by these 2 men in your life - the registered keeper should have updated his DVLA address (another fine can result from that!) and your brother should have passed the ticket to the car owner or returned it with a covering letter, not just bunged it in the post endlessly.
If another letter arrives about it I think you should write to the Council and say he's moved out and to serve the PCN or NTO to his new address. The longer you leave it the worse it will be because at bailiff stage they will just want money from ANYONE and it will be scary an intimidating for all concerned.PRIVATE 'PCN'? Yep, exactly what I think. My brother has done it because he was annoyed and to spite my ex, but then of course it doesn't affect him in any way. It's me who is going to be affected.
How long before the bailiffs start calling, I mean it's been a while now. Not sure if feigning ignorance is the best way to deal with it, can't b dealing with a scene with my ex at the mo and I know brother will just go 'not my problem' leaving me to deal with it.

Well the bailiffs would have come round unless the new householders had been sensible enough to actually tell the Council that the person doesn't live there. That would have been the sensible thing and still should be your approach now, IMHO.
As your ex has NOT had the NTO or Charge Cert, he actually does have the opportunity to (formally, with certain documents) state as much and get the PCN reset to NTO stage so that's what you in the household should aim to achieve for him by telling the Council the fact that he has moved and that no-one passed him the letters.
Then most Council PCNs can actually be appealed successfully, with pepipoo forum help:

Is your ex 'forum-savvy' like you? He would just need to get the case reset and could very possibly appeal and pay nothing anyway. He could post up his documents like everyone else on pepipoo and fight his case like they all do.

Think my brother just so annoyed at my ex.
It wasn't the first ticket that came here. The first couple I gave to ex while telling him he had to get his address changed. He kept insisting he had done it and dvla kept getting it wrong. Insurance papers for various vans etc also came here, so in the end my brother just thought sod it I think.

Nothing to do with driving licences. Parking tickets are enforced by the DVLA vehicle information. To have any hope of enforcement they have to track down the actual miscreant.
You should ensure you always return incorrect mail via the postman.0 -
It won't be because the address on his driving licence is still your address but because the address on the V5 vehicle registration document is yours. It's his own fault if he didn't inform the DVLA.0

And its also illegal I believe in not updating the V5 of a vehicle. Your Ex only has himself to blame for this, you cannot change the V5 only he can, your brother has done the right thing in returning the mail as your ex does not live there.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
