I guess because it's potentially libel, tortious interference with business, etc. Not really a crime per se. So while Merriveen might have grounds for a case for libel and so on, I don't think the police would normally arrest or put forward a recommendation for criminal prosecution for such activity.
I find it odd that the police asked Mr Hart to withdraw his accusation, but on the grounds that Merriveen paid the disputed debt, but I don't know the details of this matter, so there may be all sorts of other information which affected how the police reacted.
EDIT: It might be criminal if an accusation is made in order to have someone else arrested/prosecuted. That could be PCoJ or wasting police time.0 -
