    Why would you be WITH a public sector landlord , if you were not paying rent ?!? (i.e the name on the tenancy)

    I wasn't sure whether this would mean that you couldn't apply for the Right For Buy scheme, hence the original question...

    Well I knew nothing of this topic when I first read your OP this morning, however I have now worked that you count as a tenant if you are on the tenancy.

    Thank god I have a PhD, albeit it not in rocket science ....
