Flight Delay Excel Airways

Please help. I travelled to Kos back in 2005 & wrote to the airways concerned at the time after 24 he delays both outbound & inbound. They have since ceased trading in 2008 so I wrote to ATOL. They have informed me that I cannot make a claim as the airline no longer exists? Is this correct? I am confused. Is there an ombudsmen who can help? Thanks in advance.
