Would the new fit be at the current rate of say 14p or the rate previously enjoyed by the householder.
It would be at the original contract rate (plus inflation) enjoyed by the householder. Based on '18 months ago' and '25 years', that's presumably the as then 21p rate, which with inflationary uplifts will be 22.23p after 1/4/14.
