however, OP, you are talking about the latest phones here, you won't get them "cheap", also there is little flexibility on the outright handset price as apple set the prices.

if you want it unlocked you will need to go to apple directly, as i think if you buy sim free from CPW and the like, it will lock to the network of the first sim you put in the phone.

if you want to cut costs and are flexible about the model, personally, id buy a used 4s from a reputable retailer.

If you are after a 5S I'd try eBay and get a 2nd hand one but make sure you do some research and buy from a trusted seller.
