The water company fitted the old meter onto my supply after first taking a reading. Should a NEW meter have been fitted ? Surely so long as a reading was taken it was ok to fit to my supply ?0

Doesn't need a new meter - just note the reading.
As said earlier, cut down on your water use for a couple of weeks.0 -

Yeah, it's OK, but I don't understand why they've done it that way as it just makes more work for them.0
