Yes, they are bulkhead seats and have fixed armrests so if the OP wants to be able to lift the armrest he should not be in those seats. However, it is not an easyJet rule that he can't be there as far as I know.0

No point getting extra legroom seats if you are 'wide' as the armrests don't move so you'll be in a narrower seat.

As has been mentioned above, you can't have an exit row seat, same as any other passenger who would not be able to assist the cabin crew in the event of the plane being evacuated. The same applies to the exit row seats in all cabin classes. I know you haven't taken offence at this, but so many people do, particularly business class passengers who have hasseled the airline with this seat request only to be moved by the check-in staff or cabin crew because they don't meet the safety criteria. If the Olympic rowing team are on the flight, they're the people I'd want in the exit rows every day of the week!
What I have found with Easyjet is that on some flights, they may have a few vacant seats in a row which the cabin crew will allow people to move to of they need more room.
I would definitely use the email form on their website to back up your phone request so that you have this discussion / assurances all in writing from them. Print it off and take it with you to the airport. It may be worth asking the check-in staff at the airport if they can see if there are any rows going unused, or that offer you more room on the flight. After all, it's in their best interests that all passengers are as comfortable as possible.

Not sure if anyone is revisiting this post but just to let you know how it got resolved in the short term. I insisted on changing my seats to row 4 and amazingly, even though the arms were moveable, i did not actually even need any of the second seat! Easyjet have always been criticised for the smallness of their seats so i could not believe how spacious they really were ( as believe me when i say i am large, i do mean large - lol). In any case, they are still fighting about giving me any money back. I believe i am not being unreasonable in asking for the extra leg room portion of the second seat back as they sold me something i clearly could not use so i will carry on that battle but at least i know for future i only need buy one seat. Thanks again to all0
