Council Stupidity

A few years ago my father started having mobility problems, living in a council house. My mum bought a wheelchair and after some time contacted the council to see if they could build a small ramp (not like that one!) to the door. They refused for one reason - she had bought her own wheelchair, not obtained one from Social Services. All they would do is to put grips near the door for aid. If she had asked Social Services for a chair, then they would have no problem installing a ramp. Go figure!0

Look at how steep it is though
If the ramp was built straight down and if her hands slipped she would be projectiling herself at about 40 mph onto the road!0 -
Assuming it is a council house, would it not have made more sense to offer them another place with easier access?0

Cant see the issue myself.
They wanted to live in that house, despite it having stairs.
They asked for a ramp and the council provided a ramp.
You can see from the pics how steep the slope is, and considering there are rules relating to the gradient of wheelchair slopes, I really don't know what else the family expected.0
