You'd think! Our local secondary school it was decided was getting a much needed extension...it was delayed for 3 months because the Council failed to apply for planning permission which gave the builder their get out for failing to finish on time (a year late)!0 -

From what I can see, it serves the family right.
From the article "We had to move to the house to get easier access for Katie and we have fought all these months to get that" and "
A spokesman for West Dunbartonshire Council said that the family had indicated they could manage the steps at the property."
So the family chose to move to that house, knowing it had steps, then kicked up a fuss about getting a ramp fitted.
What exactly did the mother want, hover pads for the wheelchair? I suspect £40k is less than the cost of installing a wheelchair lift. And anyway, imagine the furore when the lift broke down - "Trapped in house, mum says she only wanted a ramp fitting...."0 -

Lifts require regular maintenance unfortunately. Imagine the fuss if the daughter was stuck on the lift.
This was probably a more cost effective solution although it looks "over engineered".0 -
