            You should definitely be thinking of a counterclaim here - make sure that you use that clause it in the simple template version provided earlier. And yes it would be a good idea to send a copy of the blue badge - point out to Parking Eye that their ANPR does not recognise this fact.
With regard to your complaint letter to the hospital - you could add that having to register your vehicle as being exempt (blue badge concessions) is a form of direct discrimination in itself and demonstrates the failure of the Hospital Trust to make reasonable adjustments due to the car park management company used. This may also be a breach of the Data Protection Act.
I hope your father is recovering well in what must be a very stressful time for you.
Do not delay in appealing to Parking Eye though - this can be done online via their appeals system (take a copy of what you send). You could also send via snail mail - get free certificate of posting.0 -

Good idea Redx, Have added a point 4 about the use of BB and scanned it to them.
Have now sent the e-mail and done the appeal to PE (scanning all of it and the acknowledgement, saving to file) so now we wait and see.

Although he disputes all that I stated, he has reversed his decision as a gesture of good will.

            well done m8, he can dispute anything he likes but in a court of law the judge will decide, not him !
I would say they didnt want a fight on their hands or it going to court, never mind the papers
bear in mind its not over until PE say its over, dont allow them to sneak in the back door, keep an eye out for their cancellation letters too

the shop promised cancellation, PE took her to court for a CCJ0 - 
            I agree, PE has form for pursuing parking charges even though the principal has instructed them to cancel the charge.
I suggest you drop PE a short letter along the following lines:
Dear sirs
PCN number............
Vehicle registration number...........
I am informed by [name] of [insert name of principal company] that the above charge has been cancelled.
I look forward to receiving formal confirmation of cancellation from you by return of post.
Yours etcI'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0 - 
            From their e-mail
"you will receive confirmation through the post direct from Parking Eye to confirm this, usually within 21 days"

            Just thought I'd post an update.
Got conformation from PE today that they have cancelled both charges and there is nothing to pay!
Was also able to go and bring my Dad home today ahead of schedule (and yes I did take his badge to reception).
