My council house is freezing!

I've worked on many of these old housing association/council houses and I know how cold these are especially as many of them are running on a back boiler system possibly an old Baxi with an efficiency of around 60% compared with modern boilers running at 95%.

Depending on what insulation has been done to the property and apart from stating the obvious with your boiler system needs upgrading there are external insulation that could be done which is actually twice as much money to do then replacing a boiler system.
