There is no national 'cheapest': broadband is exchange specific.
Start with an exchange search on samknows.com for your available LLU options. No free lunch, and no free laptop0 -

Are you saying you already have a server connected to cable broadband, and you want to connect another server to the Internet also?
If so you don't need a 2nd broadband service, you can connect your 2nd server to the same router as the first one and they will share the connection.
If your first server is connected using a cable modem only, without a router, then you just need to get a router, connect the cable modem to the router, and then connect both servers.0
