27 hour 45 minute delay from Lanzarote

Delayed on 22/08/13 from Lanzarote for 27 hours 45 minutes.
Delay due to technical fault. Wrote to Thomson airways for compensation, they said they would not pay compensation. Wrote to British CAA, they replied to say Lanzarote was outside the EU, therefore I should contact the relevant National Enforcement Body is Spain. After 4 weeks still no reply. Should I take to a small claims court? Am I entitled to compensation?
