I as have to agree with the other posters. I work in housing and think given the current housing crisis it would be unlikely your ex would be allowed to have the tenancy solely. More than this though, esp if you live in a nice area, it would be really unwise to give up your social tenancy. Rents are capped so if your circumstances changed it is very likely the rent would be paid by HB, unlikely if in private accommodation. As others have said the people rentingthe private property might have a change in circumstances and need you to move out. Now more than ever landlords in the private sector are reluctant to rent to people on benefits -not saying you are now but life can change suddenly - I have worked with people who have had to find thousands as deposits, and lot of landlords just won't take that risk anymore.
Clearly Your ex can find somewhere else, even if it takes a bit of time. He has to take responsibility for the choices he has made and deal with the outcomeDF as at 30/12/16
