"Not paid enough Class 1 NI Contributions"

My JSA claim has been declined due to me not paying enough class 1 NI contributions. However I've worked for the past 3-4 years full time on a decent wage, and I know full well I've paid enough national insurance! My claim for JSA was made just over a week ago, and I recieved a letter today stating that they will not be paying me anything.

I've phoned the number on the letter and they advised me to ring HM revenue to see if my employer had registered my details with them (they think my employment has not been recorded on the database. The tax year used for the JSA claim was April 12 - April 13, where I worked pretty much every week of the year! HM Revenue asked me if I had a P60.. I do not have one, they then said to contact the employer and ask them to sort things out, however I now live in a different city so that's difficult.

I have no savings and no income at all right now. I do have a claim for housing benefit/council tax reduction going through. My money will soon be depleted and I desperately need this extra JSA money to live. I have never claimed any benefits in my life so I'm stuck on what to do here, how am I meant to prove that I've paid enough NI... any suggestions?

    How much where you paid when working?

    No payslips or P60 from that tax year as I stupidly thrown them away whilst decluttering, never thought I'd be claiming JSA so I didn't think I'd need to save them.

    During that tax year I probably earned between 12,000-13,000, and I paid a lot of national insurance, every 2 weeks.
  • I know you've said you live in a different city but that should stop you from being able to call/write/email your previous employer.

    You'd be best to do this and see if they can provide it to you again

    I would do this but they've already given me the P60 and I thrown it away thinking I'd never need it. They would have deleted me from their database by now since it's almost a year later, so they'll have no details for me.

    Is this the only way I can prove I paid the NI contributions?
  • Forgot to mention, the claim is for contribution based JSA, so perhaps in my next appointment I should ask about claiming income based JSA instead. Problem is, that appointment is 2 weeks away!

    I think they'll actually look back over the last two years - so April 11-12 and April 12-13.

    I thought I was claiming for that, however at the meeting they told me they've put me down for the contribution based claim, and now it's put me into this situation.

    They did say they'd do it for 2 years, but on the letter they only stated April 12-13.

    I thought PAYE records had to be held for 6 years by the employer?

    On line end of year filing has been happening for a while now. I think by 2 years ago it was compulsory for all employers.

    There are several things that could have happened.

    Was it a large employer how many employees?

    They could have used the wrong NI number?

    Or they might not have paid the NI, or filed this has been known to happen.

    You need to get it sorted out because these years are not going to count towards your pension either, if there is no record of you making any payments.

    However if you haven't got the contributions as far as the DWP are concerned I don't see why this means you are not entitled to income based JSA.

    Of course your previous employer will have details though they don't have to give you a copy of p60. You could ask for a copy of a your last pay slip at week 52 April 2012 and 2013.

    It says here three - http://www.hmrc.gov.uk/payerti/payroll/record-keeping.htm

    As far as I remember the 6 years is for anything to do with benefits and expenses.
