York parking ticket. VCS

Thank you for taking the time and effort to read this post.

On 08/11/13 and 12/11/13 my car received a windscreen parking tickets for parking down a side street in between double yellow lines and the wall of a building.

This is a picture of the area I got from google maps.
( I cannot post pictures at this current time because I am a new member )

There is a side street then next to the entrance to the side street is a ramp to a car park. Someone parked my car down the side street in between the double yellow lines and the wall.

It was not touching the double yellow lines.

There are two signs positioned high up (shown in red stars on the picture). I will go back tomorrow and take more pictures of the signs with my phone.

I received two letters today from Roxburghe saying I owe money. They label the Unauthorised Parking Event as "parked in a restricted area of the car park".

Should I just cough up payment or do I have any leg to stand on.


The company who contacted me originally with the fine were Vehicle Control services.

    You are certainly NOT an idiot. VCS are though! And I share your feelings that these are 'fake PCNs' - that's what I call them on here all the time.

    Read the sticky thread for NEWBIES and appeal as keeper (to the debt collector and VCS, same robust challenge to each) if that was the first letter to keeper. Do not name nor imply who was driving. Here's the forum, you seem to have missed the sticky threads (notices stuck to the top):

    'NEWBIES please read this first' thread tells you all about appealing, then how to win at POPLA assuming this was in England/Wales. We win every time and it cases VCS money! You need to know what sort of wording to use that's all and there are examples linked there for you to adapt. But here's one I wrote earlier especially for Mr Dargonne at Roxburghe and you can adapt it or write your own and be less rude if you prefer (but no saying 'I parked' because a strong challenge is NOT the story of what happened):

    That version would work because they are hopelessly late if this was the first letter. You don't talk about the PCNs or the parking event by the way!

  • I panick read the Newbie thread got stressed and posted for help.

    For which I am so grateful.

    Is the fact that the ticket says "parked in a restricted area of a car park" and the car wasn't in the car park, something that could help my case?

    It could be something if you get a POPLA code...you may as well send a robust appeal to both Roxb and VCS.

  • Okay thank you. I will wait and see and send the letters. Do you know wether the fine increases after the 14 days stipulated by Roxb?

    Ignore that rubbish, when in fact you'll be paying the square root of FA!

    And it's NOT a 'fine'. Only courts can issue fines.

  • I would call it a parking fine. Cheers for the help. Hope this works, if not I better work longer hours for a couple o months. :p

    Won't bump again until I get a response.

    We wouldn't because it isn't. And you won't be PAYING it! The appeal is unlikely to get a POPLA code but you don't pay the thing so no need to look whether it increases.
